Coupure Internet interdite par le parlement Européen

Le Parlement Européen a voté Le 26 mars contre la coupure Internet. Les gouvernements Européens ne pourront pas sanctionner les internautes en bloquant l’accés Internet. Le texte a été approuvé par 481 votes 25 contre et 21 abstencions.

Le Parlement européen a considéré qu’ Internet est un moyen d’alphabétisation , donc l’ accès Internet pour tous les citoyens doit être assuré.
Le texte traite également de la protection des droits de propriété intellectuelle sur Internet, et dans ce contexte, prie instamment les Etats membres d’ adopter la directive relative aux mesures pénales concernant la violation de ces droits.

Pour atteindre cet objectif, il est nécessaire d’interdire « le contrôle et la surveillance des utilisateurs. Le rapport appelle également à respecter la liberté d’expression et d’association d’utilisateurs et de lutter contre l’incitation à la violation des droits de propriété intellectuelle « , y compris des restrictions excessives sur l’accès imposées par les propriétaires de la propriété intellectuelle. »
Protection du réseau

En outre, le Parlement a accepté un amendement qui invite instamment les pays à mettre à jour leur législation sur la protection des enfants qui utilisent Internet, notamment en ce qui concerne le délit de « grooming » (recrutement de mineurs à des fins sexuelles).

Le texte considère également que l’ «identité numérique» est en train de devenir une partie intégrante de notre «moi» et, par conséquent, mérite une protection adéquate et effective contre les empiétements du secteur privé ou public.

Dans ce contexte, le texte estime que toutes les données qui sont organiquement liés à cette identité devrait être « définis et protégés», et  que les Etats membres doivent le faire dans des conditions et avec des garanties très strictes prévues par la loi.

En outre, l’UE invite l’UE à une « stratégie globale » pour lutter contre la criminalité, notamment en ce qui concerne le vol d’identité sur Internet. De même, les appels pour des actions comme la création d’un bureau pour aider les victimes de ces pratiques cherchent, favoriser la sensibilisation et les campagnes de prévention à cet égard.
